      <title>Three Shades Of Fiduciary</title>
      <description><![CDATA[Retirement plan sponsors often assume advisors will take investment responsibility for a plan, but there is a lot of ambiguity in the advisor community about how, why and when an advisor would take on a fiduciary role.  The widespread confusion on this topic has grown in recent years due to the Department of Labor’s more detailed fee disclosure reporting requirements and their impending changes to the definition of a fiduciary.  As a result, many plan sponsors are asking advisors the basic question: “What value are you providing for the fees that I am paying you?”

      <description><![CDATA[The legendary John Bogle, founder and former chief executive of The Vanguard Group, recently met with members of the Securities and Exchange Commission to urge the commission to propose a rule that would require anyone providing retail investment advice to act as a fiduciary.Ã�Â 
	
	Bogle and two other representatives of The Institute for the Fiduciary Standard argued that investment advisors at large mutual fund companies and other financial institutions often operate with conflicts of interest and do whatÃ¢ï¿½ï¿½s best for themselves rather than their shareholders. The Investment Company Act of 1940 requires that mutual funds be organized and managed in the interest of shareholders, rather than their managers or directors, but Bogle pointed out that the spirit of the law is violated in practice.

      <description><![CDATA[The widespread acceptance of the 4 percent rule within the investment management industry is only overshadowed by the sheer number of its shortcomings.Ã�Â  The 4 percent rule was introduced by Larry Bierwirth in 1994 and expanded on by William Bengen in the same year.Â In the conclusion of his paper, Bengen states that a client of age 60-65 planning for a 30-year retirement should withdraw 4 percent of the initial portfolio value, adjusted for inflation, each year.Ã�Â  While many variations of the rule exist, the basic idea remains the same:

	1) Make assumptions for security return distributions, inflation, life expectancy, risk tolerance, taxes, transaction costs, etc.
	2) Determine the fixed withdrawal percentage that minimizes the probability that the portfolio will fail to fully fund spending over the retirement horizon.
