Shenkman says Obama's tax plans, if enacted, won't please a lot of wealthy people, but they're almost inevitable. "There's no way to pay for all of these bailouts without more taxation on the wealthy," he says. "You can't tax the average American struggling to pay their mortgages. You have to remember that we've had higher marginal tax rates in the past, and it didn't choke off economic activity."
