Rubin referred other investors to the casino project while employed by Alterna Capital and International Assets Advisory, without the firms' knowledge or approval, Finra says. Finra found that from about January 2008 through March 2011, 30 additional clients of Rubin's concierge firm, all NFL players, invested about $40 million in the casino project.

In September, the National Football Players Association announced it was investigating Rubin and Rosenhaus for potentially violating NFL financial conduct policies in connection with the failed casino investments. Rubin and Rosenhaus had a close relationship over a period of about seven years, according to published reports.

The NFL player filed a lawsuit against Rubin over the failed real estate deals in March 2011 that concluded with a settlement in June 2012, according to Finra.
