Capital One Bank has promoted Paul Teten to chief investment officer for Capital One Asset Management. Based in Houston, Teten will also retain his duties as director of fixed-income portfolio management. Teten has more than 30 years of experience in investment management. Prior to Capital One, he served as senior investment strategist at Criterion Investment Management.

The firm has also hired Scott Brecher as a senior portfolio manager in Capital One Asset Management’s fixed-income strategy group. Also based in the Houston office, Brecher will help formulate portfolio strategy and will be responsible for corporate credit analysis and credit risk management. Previously, Brecher worked at WestLB Asset Management, where he was a high-yield portfolio manager.
