The Tax Foundation today released its 2014 State Business Tax Climate Index, which ranks state tax systems so that taxpayers, business leaders and government policymakers can see how they compare.
The 2014 index represents the tax climate of each state as of July 1, 2013, the first day of the standard 2014 state fiscal year.
The foundation found that the state with the best tax structure is Wyoming, followed by South Dakota and Nevada. Property taxes and unemployment insurance are levied in every state, but states that are the most tax friendly have fewer major taxes or lower rates, the foundation said. Wyoming, Nevada and South Dakota have no corporate or individual income tax, it noted.
The lowest-ranked states all have "complex, non-neutral taxes with comparatively high rates." They are:

43. Wisconsin
44. North Carolina
45. Vermont
46. Rhode Island
47. Minnesota
48. California
49. New Jersey
50. New York
