280 CapMarkets has expanded into the Midwest with the opening of a Chicago office that includes a dedicated U.S. government agency desk and two fixed-income experts to staff it.

David J. Monks is the new head of government agency trading in Chicago. For 12 years, he worked at Stifel, Nicolaus & Co. in Chicago, where he headed the agency desk and was the company’s lead agency underwriter. Peter L. Buinauskas is the new director, institutional sales in Chicago. He was formerly senior vice president at BB&T Capital Markets in Chicago.

In addition to hiring expert staff for its new Chicago office, 280 CapMarkets is expanding its staff in New York with the hire of Matthew G. Duffy as head of institutional credit sales. Duffy has 16 years of experience in institutional sales. He was formerly senior vice president of institutional sales at BB&T Capital Markets, where he specialized in investment-grade and high-yield credit.
