Mexico draws ex-pat North Americans south of the border for good reason. For less than $400 a month, they can rent a one-bedroom apartment near Ajijic and buy groceries for a few dollars a week at the local mercado. Mexico offers pricey public health insurance and choice of a temporary or permanent resident visa.
