Vanguard Capital Value Fund is being reopened to new investors after it closed to them in October 2009.
The $693 million fund experienced strong investment returns in 2009 and considerable cash inflows, prompting concern that investors were chasing short-term goals.
Vanguard also introduced four new low-cost international stock index funds-Admiral, Signal, Institutional and Institutional Plus-featuring expense ratios ranging from 0.12% to 0.20%.
