In 2014, small businesses were said to be impacted by nine regulations in the SEC’s pipeline; in 2013, the number was 15.

SEC has the second-highest number of rules in the pipeline of any federal agency. But the 69 rules in its pipeline last year ranked a distant second to those of the Federal Communication Commission, which had 133 rules. It was just about the same as those of the No. 3 agency, the Nuclear Regulatory Commission, which had 65.

The Competitive Enterprise Institute compiled its data from various editions of “The Regulatory Plan” and “The Unified Agenda of Federal Regulatory and Deregulatory Actions” published in the Federal Register.
