Alois Pirker, an analyst at Aite Group LLC, a Boston research and consulting firm, said the bill is one step forward, but the haggling isn't over yet.
"Now, it's not a question if there's something coming, it's a question of what," said Pirker. "The trade lobbies will try to influence as much as they can and give input and try to shape [regulation] in a way that the impact is digestible. That half-year struggle will be an interesting one."
