While much of the rule went into effect June 9, BICE is delayed until July 2019 as a result of an order by President Trump that the agency delay the rule for further study.
The Consumer Federation of America said the appeals court ruling is important for investors, but not the final word on the DOL rule.
“It’s no secret this [Trump] administration has expressed its desire to stop this rule from ever becoming fully applicable,” Hauptman said.
