The SEC barred Rowe from association with any broker-dealer, advisor, municipal securities dealer, transfer agent or rating organization, stating that re-entry into the industry is contingent on his ability to pay disgorgement, arbitration awards restitution, fines and fees ordered by state securities regulators and self-regulatory organizations.
In settling with the SEC, Rowe neither admitted nor denied the allegations.
